The District Court is a special court making up the first level of the unified judicial system.
The jurisdiction of this court includes traffic violations, land-lord tenant matters, civil actins up to $8000, and summary offenses.  All serious offenses begin at the district courts.
District justices have authority to:
  • issue arrest warrants
  • hold preliminary arraignments in criminal cases
  • hold preliminary hearings in criminal cases to determine whether the evidence to transfer the case to trial
  • fix and accept bail
  • resolve all summary offenses
  • adjudicate civil actions including land-lord tenant matters.
